Moving permits show where the private rental market turns over. The redevelopment tracker shows where new market-rate housing is being proposed—and why the number of units alone may overstate the relief for students. September 1 is not an ordinary day in Cambridge’s housing market. It is the date when a large share of leases begin, and the city’s streets briefly reveal the scale and geography of the private rental market. Tenants move out in the last week of August and move in during the first days of September. That compressed calendar is one reason the date is so disruptive—and one reason it is a useful window into who is renting where. What the moving permits show The available city permit data recorded 226 moving-truck permits in Cambridge on September 1, with 295 permits for arrivals on September 1 and 2. Across the departure week of August 25–31, there were 449 Cambridge permits ending. Across the nine-day period from August 25 through September 2, the total was 795 permits. Those figures should be described as moving-truck permits, not as a census of trucks, moves, households, or students. A professional mover may need a permit to occupy public curb space. A student arriving with a car, shipping boxes, using a furnished room, or moving into a university residence may generate no permit at all. Conversely, the permit may represent a family, faculty member, staff member, or other renter rather than a student. One move can also generate two permits, one at each end. The permits therefore measure a narrow but important form of activity: furniture-heavy moves that require curb access. They are best understood as a map of intense turnover in the private rental market—not as a count of how many students need housing. Where the activity is concentrated The Cambridge permits are concentrated in Mid-Cambridge, The Port, Wellington-Harrington, East Cambridge, and Cambridgeport. Those are the neighborhoods most plausibly connected to MIT and to mixed Harvard/MIT demand in the private market. Area 2/MIT recorded no permits, which is consistent with its largely institutional dormitory housing rather than an absence of student movement. Why the September 1 pattern points toward students—but does not identify them The timing is more consistent with school-year leases than with ordinary employment moves. Kendall Square employees, hospital workers, and other year-round residents do not generally begin work on one synchronized date. Interns and medical trainees may have their own seasonal cycles, and some will move in late summer, but the permit data cannot distinguish them from students or other renters. The geography is more suggestive than the raw count. MIT-associated neighborhoods show substantially more permit activity than the Harvard-associated grouping, even though Harvard has more students living in private Cambridge housing. That may reflect the concentration of MIT students in nearby off-campus neighborhoods. It remains an inference, not an identification of the people behind each permit. How large is the student private-housing market? The City of Cambridge’s 2023–24 Town Gown report counted 3,994 Harvard students and 2,950 MIT students living in private, non-affiliate housing in Cambridge. These figures describe students already housed in the private market; they are a practical measure of the market that September 1 moves may serve, not a count of unmet need. The populations are overwhelmingly graduate students: 3,964 of Harvard’s 3,994 private-housing students and 2,741 of MIT’s 2,950 are graduate students. That matters because a two-year master’s student and a five-year Ph.D. student do not create the same annual turnover. A three-and-a-half-year average is therefore a useful illustrative assumption, but not a measured fact. Where the new market-rate housing is being proposed The redevelopment tracker identifies 1,063 estimated net-new units across active and potential redevelopments. Following the approach used here, the 158 estimated inclusionary units are excluded, leaving 905 market-rate net-new units. AHO projects are also not treated as a separate category. The tracker places more nominal market-rate units in the Harvard-impacted grouping than in the MIT grouping: 470 versus 229. But that does not mean the Harvard market will receive 470 student apartments or that the MIT market will receive 229. The projects are not all complete, the units are not student-designated, and the tracker does not provide a reliable measure of final occupancy. There is a second reason the unit totals may overstate the response to student demand: new housing is likely to cost more than the older housing it replaces. New market-rate construction must recover land, demolition, construction, permitting, financing, interest, insurance, taxes, maintenance, and the developer’s return. When an older rental building is demolished, the replacement can add units while eliminating lower-cost apartments. That does not mean every new apartment will cost more in absolute monthly rent than every older apartment. A smaller unit may have a lower total rent. But new units often carry a higher rent per bedroom or square foot, and a new condominium purchased as an investment and rented out is still likely to enter the market at a new-construction price. The tracker does not identify rents, bedroom counts, ownership, or eventual occupants. The relevant question is therefore not simply how many units are being added. It is how many bedrooms are being added at rents students can afford, and how many older rental units are being lost in the process. Could planning work better? Yes—but we would need to measure outcomes rather than rely on proposed unit counts. A better evaluation would track: Location: whether new housing is built within the neighborhoods and travel shed where students actually live and seek housing. Capacity: bedrooms or beds, not only apartment units. Affordability: asking rents by bedroom and square foot compared with student stipends, incomes, and existing rents. Replacement: units demolished, units completed, and the time between demolition and occupancy. Occupancy: the share of completed units occupied by Harvard or MIT students, measured in aggregate to protect privacy. Timing: planned, permitted, under construction, completed, and occupied units—not one combined pipeline number. Moving permits can help identify the neighborhoods and dates where housing pressure is visible. They should not be used as the success measure by themselves: a successful housing program might initially produce more moving activity as new apartments are occupied, not fewer trucks. The stronger test is whether new, affordable bedrooms become available in the places where students are actually competing for housing. Conclusion The September 1 data show a highly synchronized private-market turnover in Cambridge, concentrated in neighborhoods plausibly connected to MIT, Harvard, or both. The moving permits make the pressure visible, but they do not tell us how many students are moving, because many students arrive by car, ship their belongings, move into dormitories, or share furnished housing—and many permit holders are not students. The redevelopment tracker shows a pipeline of approximately 905 market-rate net-new units after excluding inclusionary units: 470 in Harvard-impacted areas, 229 in MIT-impacted areas, and 154 in mixed areas. Under an illustrative three-and-a-half-year turnover assumption, those numbers equal roughly 41 percent of one year’s Harvard private-market student turnover and 27 percent of MIT’s, before assigning any mixed-area units. Crediting half of the mixed units raises the figures to about 48 percent and 36 percent. Those comparisons are useful, but they are generous. They count proposed units as if they will be built and occupied, treat every unit as equally accessible to students, and do not account for multiple students sharing a unit or for older rentals being demolished. If Cambridge wants to know whether its planning is meeting student-related housing demand, it must track not only where units are built, but also their price, bedroom capacity, completion, and actual student occupancy.
